Thomas L. Handley has more than 35 years of technical and managerial experience in group insurance and healthcare, including significant experience in rate development, actuarial evaluation, product development, benefit design, information systems design and reporting, underwriting, and strategic planning and market positioning. His clients include physicians, hospitals, insurance companies, employers and HMOs. This broad client base provides Tom with the perspective of all the parties involved in the financing of health care. He has developed a health care database with extensive information on HMOs, PPOs, utilization rates and costs, premium rates and reimbursement levels. Some of the successful assignments completed as a consultant include reorganizing the actuarial and underwriting functions at two Blue Plans resulting in better coordination between functions and more competitive rating strategies, developing a coordinated market focused rating strategy with provider/partner reimbursement in a joint venture with third party payers (used proprietary Rating Model), and development of management reports for employer clients that more effectively identified trends, allowed comparison to benefit and area norms and identified better benefit strategies. Tom is active both professionally and within the Kansas City area community as he serves as a member of the American Academy of Actuaries Medicaid Workgroup and is a member of the Chairmen's Circle of the American Cancer Society Kansas City.
