DAVID M. DILLON, FSA, MAAA, MS
Summary
Dave joined Lewis & Ellis in 1999 specializing in health insurance and healthcare analysis. Dave currently focuses on healthcare reform issues, product development, and financial solvency and examinations. Since the passage of the Affordable Care Act, Dave has assisted 15 states with health care reform issues. He currently serves 11 states as their rate reviewer and/or a healthcare reform adviser.
Dave serves on the Society of Actuaries’ (SOA) Board of Directors and is recognized nationally as an industry leader with regards to health insurance and healthcare reform issues. Dave is a key public spokesman for the SOA regarding health insurance matters. Since 2017, Mr. Dillon has been quoted in the national media over 50 times regarding national healthcare reform issues.
Dave also serves as the coordinator and lead interviewer for the SOA Health Podcasts series, which provides meaningful continuing education and leading-edge content for all health actuaries. From 2015 to 2016, Mr. Dillon served on the Society of Actuaries’ Health Section Council where he was Chair of the Council’s strategic initiatives committee. From 2017 to 2018, Mr. Dillon led the SOA’s strategic initiative Commercial Health Care: What’s Next? which published white papers related to healthcare reform issues.
In addition to Dave’s leadership role with the SOA, Dave is also active with the American Academy of Actuaries ("Academy") and the Academy’s role within the health insurance community. Dave currently serves on the Academy’s Individual and Small Group Markets Committee and the Academy’s Health Financial Reporting & Solvency Committee.

Dave holds a bachelor’s degree in Mathematics from Oklahoma State University and a master’s degree in Statistics and Actuarial Science from the University of Iowa.
