Dave Dillon is a highly respected consulting actuary with a distinguished career in the health actuarial field. Dave brings to Lewis & Ellis a wealth of expertise, strategic vision, and an unflagging commitment to the profession.
Distinguished Experience
Dave is an accomplished consulting actuary who has dedicated his career to serving insurance companies, state insurance departments, and other health insurance stakeholders. His area of expertise spans healthcare and health insurance, including the ACA, Voluntary Benefits, and financial solvency. Over the course of his illustrious career, Dave has developed a deep understanding of the complex actuarial landscape and has successfully navigated clients through numerous challenges and changes in the industry.
Over the last 15 years, Dave has assisted 23 states with healthcare and health insurance issues. He currently serves 11 states as a healthcare and health insurance adviser.
Dave has developed health insurance products for many industry-leading insurers, e.g., Lincoln Financial Group, Prudential, AIG, and Aetna.

Beyond his consulting work, Dave has also established himself as a thought leader in the industry. He frequently shares his insights and knowledge through speaking engagements and publications, contributing to the broader dialogue on actuarial science and healthcare policy.Since 2017, Mr. Dillon has been quoted in the national media over 50 times regarding national healthcare reform issues. Dave currently serves as the Co-coordinator and interviewer for the SOA Health Podcasts series, which provides meaningful continuing education and leading-edge content for all health actuaries. Dave is also active with the American Academy of Actuaries where he serves on the Academy’s Individual and Small Group Markets Committee, the Health Financial Reporting & Solvency Committee, and the faculty of the Life & Health Qualifications Seminar.
